Well before the onset of the COVID-19 pandemic, international trade policy disputes over aluminum, steel, airplanes, and even bourbon and cheese were making life difficult for consumers and manufacturers.  Unfortunately, while  there are hopeful signs of first steps toward easing of the pandemic, the outlook for international trade policy is somewhat dimmer:  the World Trade Organization's appellate body is stymied; a British "crash-out"  from the EU looks increasingly likely, and China has been emboldened by a lack of concerted action to curb its behavior. What can firms do to manage costs and risks in this uncertain environment?
